Higgins became a starter in the fourth game of the 2007 season as a redshirt freshman and proceeded to pass for 1,959 yards and 17 TDs. He completed 56% of his passes and threw just nine interceptions. Higgins led the Wildcats to a record-breaking 78-68 victory over Portland State by completing 22-of-36 passes for 334 yards and four touchdowns and rushing nine times for 106 yards and three more scores to finish with 440 yards of total offense. He had a season-high 432 yards passing a week later in a 73-68 win over Idaho State. Higgins completed the season ranked 19th nationally in passing efficiency. He had 2,131 yards of total offense and was responsible for 21 touchdowns.
