Sandro DeAngelis drilled a 38-yard try for Winnipeg late in the first half before Milo connected on his fourth of the game, a 50-yarder 21 seconds before intermission.
Winnipeg went ahead for good early in the third quarter on Goltz's three-yard touchdown plunge, which came a play after Macho Harris was flagged for pass interference.
The Roughriders added a single midway through the third, and heading into the final period, Winnipeg led 17-13.
Goltz padded the Blue Bombers' lead with his second rushing score a minute and 53 seconds into the fourth after finding Kelly for 28 yards.
