Philadelphia had its winning streak end at six in a row, but improved to 8-1-2 in its last 11 games.
After two scoreless frames, Gagne beat Weekes with a slap shot from the top of the right circle to give Philadelphia a 1-0 lead at 3:07 of third period.
Kapanen gave the Flyers a 2-0 lead less than three minutes later. Keith Primeau set up the goal with a pass from the right corner to Kapanen, who one- timed a shot past Weekes from the top of the crease.
Carolina took advantage of a power play to get on the board midway through the third period. Sean Hill started the play with a shot from the right point. The puck never made it to the net and Brind'Amour retrieved it and made a pass across to O'Neill, who had an open net to fire home his second goal of the season.
Weekes made two spectacular saves on Jeremy Roenick to keep the Hurricanes' deficit at one goal and just seconds later Wallin tied the contest. Brind'Amour charged toward the net from the right wing and got off a backhander from close range. Hackett made the save, but the rebound hit Wallin in front and dribbled into the net to tie the game at 17:41 of the third period.
Eric Desjardins went in alone on Weekes with under two minutes remaining in the extra session, but the netminder sprawled to stop the backhander from in close.
Hackett got a piece of a shot from Brind'Amour from point blank range with 1:06 left in overtime to preserve the tie.
