Insight: With Monday and Thursday off this week, Philadelphia will be able to keep their first four starters on normal rest and use Hernandez out of the bullpen until next week. Hernandez has gone 1-1 with a 5.81 ERA and a 1.56 WHIP this season and hasn't been a good fantasy option since 2010.

Insight: Hernandez had an up and down year for the Rays in 2013, finishing with six wins, 13 losses and a 4.89 ERA in 32 appearances. We wouldn't rule it out completely but it's doubtful he'll return to fantasy relevance next year in Philly.

Insight: Miami came along at a good time for Hernandez (3-5, 4.87 ERA), as he needed a good start to keep his spot in the rotation. However, it's still the Marlins, so fantasy owners shouldn't run out and acquire Hernandez.

Insight: Hernandez posted a 5.33 ERA and 1.22 WHIP this spring which wasn't as good Niemann (2.92 ERA, 1.09 WHIP), but the team made the decision for Hernandez.

Insight: Topkin cites the Rays need for an innings-eater to replace James Shields as the reason to go with Hernandez over the injury-prone Jeff Niemann. Hernandez posted a 5.25 ERA and 1.40 WHIP in 2011, his last full season. He had a 7.53 ERA in 14 1/3 innings last season after settling his age and identity fraud case.

Insight: Olney hears that Hernandez (aka Fausto Carmona) could be in the mix for the fourth or fifth spot in Tampa Bay's starting rotation. Insight: Hernandez only started three games (7.53 ERA) after being detained by authorities in the Dominican Republic for using a fraudulent name (Fausto Carmona). While he's a long shot to have fantasy value in 2013, it's not as long as you might think now that he's with the Tampa Bay organization (right, Fernando Rodney owners?).

Insight: Hernandez didn't show us much last season (0-3, 7.53 ERA), but then again it was a turbulent season for the righthander. Now that he's not being detained by authorities in the Dominican Republic for using a fraudulent name (Fausto Carmona), things should be much more normal for Hernandez in 2013. We're not expecting him to return to the level that made him a Cy Young candidate in 2007 (19-8, 3.06 ERA) but there's still some potential here.

Insight: Hernandez (formerly Fausto Carmona) restructured his contract, so his suspension is five weeks shorter than the one given to Juan Carlos Oviedo (formerly Leo Nunez) of the Marlins. The right-hander isn't likely to have much fantasy value outside of deep AL-only leagues, as he has recorded an ERA above five in three of his last four seasons.

Insight: Hernandez drastically reworked his contract, so he shouldn't receive a suspension like the one Juan Carlos Oviedo (formerly Leo Nunez) received from Major League Baseball. There's no way of knowing when Hernandez will actually be allowed back in the United States, much less what his role will be if he is able to rejoin the Indians, so you can leave him on the free agent wire for now.

Insight: Carmona is not expected to be back until after the All-Star break, so if his rehab start goes, look for him to start July 18 against the Twins. However, his first half numbers were not good and he would barely be a good option in AL-only formats.
